The Green Immigration Framework is a 10-Act plan to align U.S. immigration policy with Green Party values—justice, diversity, ecological wisdom, and grassroots democracy—while keeping America the true boiler pot of cultures and ideas.
Act I — Freedom to Move & Human Dignity Act
Migration is a human right. Crossing borders should not be treated as a crime.
- Decriminalize border crossing (civil, not criminal).
- End for-profit detention and abolish family/child detention.
- Guarantee asylum access at all entry points.

Act II — Border Demilitarization & Humanitarian Corps Act
The border should be a place of care, not conflict.
- Replace walls with wildlife corridors and safe crossings.
- Launch a Borderlands Humanitarian Corps to focus on rescue, intake, and ecosystem repair.
- Reassign ICE/CBP from paramilitary roles to humanitarian intake.

Act III — Residency & Identity Choice Act
Belonging should be practical, simple, and respectful of privacy.
- Voluntary Resident ID available after 30 days.
- Three pathways: renewable residency, five-year citizenship track, or circular mobility.
- Simplified, multilingual enrollment—digital + in-person.

Act IV — Work & Enterprise Freedom Act
If you live here, you should work here—legally, safely, and fairly.
- Immediate work authorization + labor rights.
- Strong wage-theft protections and union access.
- Microloans, co-ops, and small-business opportunities.

Act V — Family Unity & Child Well-Being Act
Families are the foundation of strong communities.
- Ban family separation and expedite reunification.
- Clear backlogs for family sponsorship (including chosen family).
- Ensure universal access to K-12 schools, meals, and health care.

Act VI — Due Process & Immigration Public Defender Act
Justice must be accessible to all, not just the wealthy or the lucky.
- Funded public defenders for immigration cases.
- Independent courts with reduced “fast track” removals.
- Expand childcare, remote hearings, and translation services.

Act VII — Ports, Mobility Lanes & Smart Infrastructure Act
Open, efficient, and sustainable ports for people and planet.
- 24/7 land-port hours; pedestrian/bus/rail Mobility Lanes.
- Humane intake hubs with clinics and legal support.
- Solarized ports with shade, water capture, and climate resilience.

Act VIII — Climate Mobility & Hemispheric Compact Act
Climate change does not respect borders, and neither should compassion.
- Create Climate Mobility Visas for displaced families.
- Regional mobility compact across the Americas.
- Shared investment in resilience, clean energy, and water security.

Act IX — Sanctuary & Community Integration Act
True safety is found in belonging.
- Federal protection and funding for sanctuary cities.
- Universal access to driver’s licenses and tuition equity.
- National ESL, civic education, and credential recognition.

Act X — Truth, Repair & Broad Regularization Act
We cannot move forward until we repair the past.
- Broad regularization for long-term residents.
- Expungement of civil immigration offenses.
- Restitution for separation, detention abuses, and wage theft.
- Oversight board with migrant + community representatives.

Funding & Accountability
This framework redirects billions from detention, militarization, and border walls into community programs, humanitarian infrastructure, and legal defense.
Supplemental revenue streams include:
- Main Street Reinvestment Act (tax on Wall Street speculation).
- Cannabis Justice & Public Revenue Act (1% federal cannabis tax).
Oversight is built-in through independent boards, public reporting, and community-led accountability.
